NEW INTERNATIONAL UNDERGRADUATE STUDENTS WILL REQUIRE A PROVINCIAL ATTESTATION LETTER

Effective from January 22, 2024, a significant update has been introduced for international undergraduate students planning to study in Canada. These students are now required to obtain a Provincial Attestation Letter as part of their study permit application process. This letter is crucial as it verifies that the student is included within the provincial or territorial allocations, adhering to the national intake limits set by Canada for international students.

The Provincial Attestation Letter acts as an essential document, confirming that the student’s enrollment has been recognized under a specific provincial or territorial quota. This system is designed to manage and distribute the number of international students across Canada more effectively, ensuring a balanced intake across different regions.

However, this requirement does not apply universally. Exemptions are in place for several categories of students, notably including those enrolled in master’s programs, doctoral degree students, as well as individuals who currently hold a study permit or work permit in Canada. This exemption also extends to applicants for study permit extensions and in-Canada family members of study permit or work permit holders.

In response to this new requirement, provinces and territories across Canada, such as British Columbia, are expected to establish and communicate their processes for issuing the Provincial Attestation Letters by March 31, 2024. Students who are subject to this new requirement are advised to refrain from applying for their study permits until these procedures are fully outlined. Nonetheless, prospective students are encouraged to begin gathering the necessary documentation in anticipation of these upcoming procedures.

It’s important to note that Immigration, Refugees, and Citizenship Canada (IRCC) will not process study permit applications lacking the Provincial Attestation Letter for those who are required to have it, except for those who fall under the exempted categories.

Applications submitted to the IRCC before the cut-off time of 8:30 am on January 22, 2024, as well as those who have already secured a study permit approval and plan to commence their studies in Canada, are not impacted by this change and need not undertake any additional steps concerning the new requirement.

Who is Required to Provide a Provincial Attestation Letter?

  • Applicants to most post-secondary study programs.
  • Applicants to non-degree granting graduate programs, such as certificate programs and graduate diplomas.
  • Any other applicants not explicitly listed in the exemptions.

Who is Exempt from Providing a Provincial Attestation Letter?

  • Students enrolled in Master’s or Doctoral degree programs.
  • Primary and secondary school students.
  • Visiting or exchange students.
  • Individuals currently holding an in-Canada study permit or work permit, including those applying for extensions.
  • In-Canada family members of study permit or work permit holders.
  • Applicants whose study permit application was received before 8:30 am EST on January 22, 2024.
